Too many policemen are in non-core police work

We have enough policemen. The total 106,000 policemen we have appears about right. This ratio of 1 policeman to 270 Malaysians is not far from the 1:250 that Interpol recommends. It appears however that we could deploy our police force much more effectively. 41% of our policemen are in management or administration. This works out to each manager/administrator managing fewer than two subordinates on average!
